Transport for London (TfL) have published their latest report on Travel in London. It shows that Sadiq Khan’s Transport Strategy is a complete failure.
The Mayor has a target of 80% of journeys to be via active travel modes (which even includes bus journeys). But in fact the number or trips by walking and cycling was only 31% in Q3 2022. That is only slightly higher than the 27% in the pre-pandemic 2019 year.
People are still avoiding public transport because covid is still prevalent and more people have changed travel patterns to work partly from home or have flexible working hours which probably accounts for the small increase in walking/cycling. But it is clear that the overall use of active travel modes has not changed much in the last two years and any changes have been influenced more by the covid epidemic and higher taxes on private cars and higher public transport fares.

The targets for active travel physical activity are not being met. The report says “results suggest that the proportion of Londoners achieving the target decreased during the pandemic, with quarterly estimates ranging from 33 to 37 per cent”.
These numbers did not stop some media reports claiming that cycling had increased by 40%. This is a complete lie based on using selective data. Cycling still only accounts for about 3% of all trips and is heavily influenced by weather conditions. The UK went through a very dry period this year but the last two months have been the exact opposite and is not in the above data.
Public transport use remains low and significantly below the pre-pandemic level which is a major problem for TfL’s finances as they rely on fare income particularly from buses. The Mayor was going to reduce the bus network to save money but has now taken a U-Turn on that idea which he will surely live to regret.
TfL are forecasting a greater shift to on-line shopping with people making fewer and more local shopping trips. They also foresee an increase in LGV trips associated with home deliveries except in central London and a drop in HGV trips due to reduced construction, general haulage and retail activity. The trend to have few private car trips in London will continue, replaced by the use of taxis, PHVs and internet shopping delivery vehicles.
The TfL report also gives some data on road casualties. Here again the Mayor’s “Vision Zero” policy is not working. The figures are distorted by the reductions in vehicle traffic during the pandemic but the report says: “2021 was an unusual year with large changes in the composition of people regrettably killed or seriously injured. This was largely due to new travel patterns in the wake of the pandemic. Motorcycling and pedestrian fatalities were significantly lower by historic standards but cycling fatalities and serious injuries increased”.
The Mayor’s promotion of cycling has actually resulted in relatively small increases in cycling but large increases in KSIs involving cyclists. Cycling is intrinsically more dangerous than other transport modes but cyclists won’t listen. The Mayor is unlikely to reach the targets for KSIs in 2022.
The increase in cycling speeds promoted by cycling fanatics and supported by cycle superhighways together with increases in electric bikes and e-scooters are proving to be negative influences.
A very disappointing report showing the negative trends on mobility in London. Will the Mayor change his stance? We doubt it because his Transport Strategy was always based on dogma rather than rational analysis.

I called it a stinker because it is an aggressive attack on most forms of road transport with a 15-mph speed limit proposed across the Square Mile, a zero-emission standard for all vehicles and road closures.
It’s a good example of how the Mayor of London’s Transport Strategy is being followed in the local boroughs and how it is corrupting London’s road transport network. The policies promoted are simply irrational, will not work and fail to cope with the increasing population and business activity in the City.
The City of London Corporation, who govern the square mile, have published their proposed Transport Strategy. It is surely one of the most paranoid attacks on all forms of transport vehicles ever proposed. It includes the following proposals:
A City-wide speed limit for all vehicles of 15 mph, with Intelligent Speed Adaptation (ISA) being used in all buses and public service vehicles to enforce it.
Priority given to pedestrians, even over cyclists, in most of the City’s streets.
Encouraging the Mayor of London to implement a central London zero emission vehicle zone, or if he does not doing it themselves for the City, i.e. only electric vehicles would be permitted.
Reducing vehicular traffic by 25% by 2025.
Expanding the City’s cycle network with wider cycle lanes.
As I said in my previous report on consultation meetings for the development of the Transport Strategy: “The road network will be degraded in the alleged interests of cyclists, pedestrians and environmental dogma”. One of the “key themes” that the Corporations officers say came out of these events were that motor traffic levels on the City’s streets are too high. That’s not how I recall the meetings. There were more concerns expressed about dangerous cycling than road traffic. There was of course no mention of a wide-area 15 mph speed limit in any of their consultations or meetings.
Bearing in mind that the vast majority of City workers do walk to work from main line or underground stations, and that some locations are overcrowded, improvement in pedestrian facilities does make some sense. But ignoring the needs of vehicle users is wrong. Very few people drive in the City unless they need to. The City is even going to discourage taxis and PHVs and it is going to work with TfL to reduce the number of buses. Likewise there are proposals to reduce the number of service and delivery vehicles in the square mile.
The proposed 15 mph speed limit is surely not going to be complied with, and that applies to pedal cyclists as much as vehicle drivers. It is very difficult to drive a car at 15 mph or less consistently if for no other reason than vehicle speedometers are not accurate or easy to read at very low levels. The only reason it might be complied with is because of traffic congestion which reduces vehicle speeds already to below that level for much of the time. But I would also question whether such a limit is legally enforceable. Signs to indicate that limit would be required but there are no legally approved signs of that nature (only 20, 30 etc.). Driving vehicles at less than 15 mph will of course increase air pollution so it’s also contradictory to their other transport policies.
In the meantime, the City’s Planning and Transport Committee confirmed that the closure of Bank junction will be made permanent despite that fact that numerous vehicle drivers are clearly not aware of the restriction and collect a fine from driving through it.
On Friday (29/6/2018) I attended a Transport Strategy Meeting hosted by the City of London Corporation. The Corporation covers the square mile and acts as one of the London boroughs in most respects. They are currently drawing up their 25-year Transport Strategy, are holding a number of consultation events and have done surveys. Note that the consultation is still open so if you work, live or visit the City, make sure you respond.
The meeting was hosted by Bruce McVean, Strategic Transportation Group Manager, and there were less than a dozen people attending most of whom seemed very unlike the typical City office worker who dominate the streets of London during the day, i.e. it was a very unrepresentative sample of those who might be affected by the proposed plans. The number of City residents attending also seemed minimal which is not surprising as there are so few of them.
Bruce talked about the “draft outcomes” for the Transport Strategy as they have clearly already come to some conclusions. Some of the evidence already obtained suggests that 60% of people think that pedestrian space is too small a share of street space and that cycling is under-prioritised. Bearing in mind that the vast majority of those surveyed or who have responded to the consultations will be pedestrians or cyclists this is perhaps not surprising. Should they not have asked a similar question of road users? Such as do you think roads are overcrowded and would you like more road space allocated to vehicles? One can guess the answer they would have obtained. Everybody wants “more” without consideration of any rational or economic allocation.
Bear in mind that private cars are a vanishing species in the City. The roads are occupied mainly by buses, taxis and private hire vehicles (PHVs – minicabs), and goods vehicles. In fact 93% of travel in the City is already by public transport, walking and cycling. The Mayor of London’s target is 80% so the City already exceeds that, but Bruce said the Mayor would like it to be 99%! If the Mayor gets his way there would be no private cars or cabs in the City at all!
Some 90% of on-street journeys in the City are already partly or completely walked – this reflects the reality of city commuting where several hundreds of thousands of people arrive at the main-line stations and walk to their office.
I took the same conventional route to his meeting in the City of London Guildhall where the meeting was held from Cannon Street and walked through Bank junction. Still lots of vehicles ignoring the closure and no doubt collecting a fine as a result. Bruce suggested this closure was a major success when it does not provide any more space for pedestrians as a full redesign of the junction would have done. Neither does it fully solve the road safety problems at the junction as there are still likely conflicts between buses, cyclists and pedestrians. It looks like a proper solution is being kicked into the long grass while major damage to the road network is being implemented.
Bruce indicated that there will be 90,000 more workers in the City in the next few years which may be true and will certainly put an extra load on the streets. Pedestrian space at certain locations is already very crowded (e.g. at Bank). I asked whether the Corporation knew where cyclists were coming from and who they are. It seems the Corporation do not know but are currently doing a study on that. I asked because I was sceptical whether cycling could help other than the minority of people coming from nearby boroughs and hence there may not be the growth in demand for cycling anticipated. A member of the audience suggested there might be a growth in “cargo cycles” as an alternative to LGVs.
The “draft outcomes” already determined indicate that “people walking will have their needs prioritised” and that there will be “motor traffic reduction”. The latter and the change to lower emission vehicles will reduce air pollution (which is still a problem in the City which I noticed on my short walk even though the streets I walked through actually had very few vehicles on them at 2.30 pm – I just don’t understand why many people who responded to the survey felt that streets were “dominated by motor vehicles” – that’s not my experience on most City streets).
The proposal is to use street space “more fairly and effectively”, and that includes the suggestion that “transformational change will be accelerated through temporary interventions and trialling projects prior to making permanent changes”. In other words more closures like Bank junction and closures perhaps of some streets at lunchtime as indicated in the aforementioned document.
As I said to Bruce at the end of the meeting, the likely strategy seems to have been developed by deciding what they wanted to do and then doing a consultation based on asking the questions needed to get apparent support for it. The discussions at the previous Workshop event I attended do not seem to have been taken on board at all.
It is certainly a priority to improve pedestrian space where it is currently congested (such as Bank) but that needs to be done without damaging the road network. I opposed temporary or timed closures because these create major difficulties for road users. Vehicle users should not suddenly find that their planned route is blocked and even Sat Nav devices get baffled by such timed closures.
Removing vehicles altogether from the City is also not a viable suggestion. There is still a need for buses, construction traffic, goods deliveries and service operators’ vehicles. Even private cars and taxis provide a valuable service to a few people (and they are already very few – reducing them further won’t make much difference). I consider the suggestion that cargo bikes could take over LGV deliveries as a very inefficient use of labour and is unlikely to be cost effective.
But you can see from this brief description of this event the way the winds are blowing. The City is following the Mayor’s Transport Strategy and other London boroughs are likely to follow suit. The road network will be degraded in the alleged interests of cyclists, pedestrians and environmental dogma.
As regards the “Road Danger Reduction….” Document, the objective is zero KSIs (“Vision Zero” as it is called). A laudable if perhaps impossible objective unless all vehicles are removed and we revert to a pre-industrial age (cargo bikes are one example, perhaps rickshaws already common in the West End, and Sedan chairs will be next). But at least the Corporation have got around to working with the Police on a “Causal Factors Programme”. That involves looking at the causes of collisions and where they take place which may enable dangerous behaviours and locations to be tackled. This is similar to what other London boroughs have been doling for years. A statistical analysis approach of where, when and why accidents take place is one of the best approaches to improving road safety. That is of course different to the “driven by political gestures” approach such as the wide-area 20 mph scheme imposed on the whole of the City which has proved totally ineffective in reducing accidents. KSIs have not been falling in the City, not helped by increases in both pedestrian and cyclist numbers who are the main casualties. But one suggestion is to “research opportunities for timed closures to certain classes of traffic” which would be a retrograde step.
Behavioural change is one approach being suggested. This arises from such problems as pedestrians stepping into the street without looking or under the influence of alcohol, and pedal cyclists taking unnecessary risks in their hurry to progress. The latter will be targeted by a “City Etiquette” campaign so that they take more notice of pedestrians. Education of all road users is one of the main themes, and people opening vehicle doors without looking is another problem that may be amenable to education.
In summary, there are some useful ideas on the document but it’s not likely to make major inroads into the road safety statistics unless more money is spent on road engineering. It’s not always an easy task to reconfigure roads in the City – Cheapside is a good example of what can be achieved. But schemes like Bank junction are surely ones to avoid.
The City of London Corporation is currently developing its Transport Strategy. The Corporation covers the square mile of the City and in some respects takes the role of other local London borough councils. It therefore has to also develop a “Local Implementation Plan” to match the Mayor of London’s Transport Strategy. The aim is to publish a Transport Strategy for the City by Spring 2019.
As part of this exercise they are running a series of “Workshops” for interested parties and I attended one on the 6th March. This is a report on the event.
The meeting was hosted by Bruce McVean who is heading up the strategy development team. Apparently they have 8 people working on this project. It was amusing to note on my journey to the event where I had to walk through the Bank road junction that there were still numerous vehicles driving through it and ignoring the no-entry signs. See previous blog posts on that subject. Although this scheme is “experimental” the Corporation recently decided to postpone any longer-term proposals for improving the situation.
There is also a “Strategy Board” who will be considering the Transport Strategy, but I have previously commented on the lack of representation on that of anyone with a knowledge of transport issues other than City Corporation staff.
The people attending this Workshop were a very mixed bunch and I have no idea how they qualified for an invite. Apart from myself there was at least one elderly City resident, a lady who represented the interests of the disabled and a keen bus rider (also enthusiastic about trams and trolley buses).
The meeting commenced with a short talk by Iain Simmons (Assistant Director – City Transportation). I had previously communicated with him on the closure of Shorter Street. He gave an overview of the process and the public consultations being undertaken which should complete by the end of the year with findings to be published in March 2019. He discussed the current use of transport in the City based on a report they recently published (called “Traffic in the City 2018” which you can find on the web). The chart above, taken from that report, shows traffic trends in the City.
As I said to one of the Corporation’s staff this just shows how the road network in the City has been damaged over the last twenty years as it seems unlikely that the demand by users of cars, taxis and PHVs has declined but usage has been obstructed by road closures, removal of road space, traffic congestion and other factors (the congestion charge is not one of them and claims for the impact of that are spurious).
Iain Simmons said that “virtually nobody is now riding around in the City in private cars” which I can well believe. Such vehicles have not just declined, they have been replaced by PHVs to a large extent (minicabs and Uber like services) with even licensed taxis declining in the last two years. There has also been a reduction in goods vehicles (LGVs) perhaps because of consolidation of trips and companies banning delivery of internet orders to their offices. Note that one cause of the reduction of vehicles is now simply the difficulty of entering the City from surrounding roads – for example TfL are using traffic lights to restrict access along the Highway to Upper/Lower Thames Street and the East-West Cycle Superhighway has obstructed access to some parts of the City. The removal of the Aldgate gyratories in the East has also caused congestion and problems with access from that direction.
There has been a big increase in cycling as you see from the chart, but motorcycling has been declining.
One of the key issues to be faced is that the City “population” is increasing. This is mainly driven by the growth in commuters as business offices increase in number and size. This has resulted in pedestrian KSIs going up while others have remained static. Mr Simmons said they still have “a big problem with road danger reduction”. (Note: the 20-mph wide area scheme was noticeably ineffective in improving the road casualty statistics). He also mentioned there was a drive to “turn streets into places”.
Bruce McVean then covered the transport challenges and the opportunities. He said they had received very mixed responses to the consultation so far, with concerns about cycling and the disabled. But he promoted the concept of turning streets into “places” as there was a desire for more open space for pedestrians in the City.
We then broke up into smaller discussion groups. There were lots of ill-informed suggestions made, but there was some agreement on the growing dangers posed by cyclists to pedestrians in the City due to the former’s inconsiderate behaviour. The difficulty of access to some parts of the City, including tube stations, for the disabled or elderly was mentioned. Route finding by pedestrians was often difficult (the Barbican was an area particularly mentioned as being obstructive).
A Corporation staff member suggested that one way to free up more open space would be to remove on-street parking. It was unclear why visitors were using this as such spaces would be difficult to find and there are several off-street car parks. I suggested they ask the users. Note: I think removal of such spaces would only make sense if more off-street parking was provided as many such car parks are now full to capacity. They are also often difficult to access and difficult to find for casual visitors.
There was some agreement that in some areas there was insufficient capacity for pedestrians on pavements and this problem might get worse.
Suggestions were also made to remove all road traffic from the City, simplify and rationalise the road network, develop a ring road, have a “park and ride” scheme and other oddball or impractical ideas (bring back trams for example). There seemed to be little understanding of why vehicles are on City streets although it was mentioned that there are food deliveries for example.
The large numbers of currently highly polluting buses in the City needs to be looked at, particularly as some of them seem to be on “long distance” routes where there seems little need for them to go through narrow City streets.
It was suggested by a staff member that timed road closures as around the bank junction might help (as to how was not clear). I opposed that because occasional visitors are unlikely to be aware of the timings and hence create the difficulties seen at Bank.
At the end of the session I said that I considered the Mayor of London’s desire to turn roads into “places for social interaction and exercise” to be nonsense. Surely the purpose of roads is to enable the movement of goods and people. This issue was not really debated with the City Corporation seeming to have swallowed the dogma of Transport for London and the Mayor hook line and sinker without any thought. Indeed as I have commented before, City Corporation staff seem to have a prejudice against motor vehicles on the roads of the City and the history of the road network in the City over the last 30 years demonstrates many damaging changes which have increased congestion.
Here’s my analysis of the issues and what improvements should be aimed for:
Air pollution from vehicles and businesses still poor, the former mainly caused by traffic congestion (damaging levels of emissions from vehicles are coming down rapidly due to technological improvements).
What should be aimed for:
Improvements in traffic speeds to provide economic benefits and help to cut pollution.
Safer roads (stopping pedestrians stepping off pavements into the paths of vehicles is still a major problem).
More capacity for all transport modes (i.e. vehicles, cyclists and pedestrians).
I suggest it would be possible to rationalise the road network to gain all those benefits. Bank junction is a good example of where a major redevelopment could simplify the roads, improve traffic flow, free up more open space and reduce road traffic accidents.
One of the problems with releasing more open space is that there is very little unused land in the City and it is of course enormously expensive land. Therefore new office developers like to maximise the developed land space. This is a planning issue that needs to be tackled. Developers really need to have an obligation to ensure some ground space is provided as a public amenity and pavements around new developments should be widened.
In summary there are lots of ways that transport in the City of London could be improved, but I am not convinced that concepts such as turning streets into places, an Orwellian redefinition of the word street, is going to help.
Postscript: Under the City Corporation’s “Road Danger Reduction Plan”, there are some interesting new initiatives. These include:
Lane closures on multi-lane roads at night. Not that there are many in the City but Mansell street is one where there was a pedestrian fatality in 2017.
Part-day filtering of certain vehicle types at peak times.
Active Travel Priority Zones where the recommended speed for vehicles would be no greater than 10 mph.
Lunchtime closures of streets as there are more pedestrians around at that time.
These measures are in response to the latest road safety statistics which show high numbers of pedestrian casualties, mainly from stepping into roads without looking. Pedestrian numbers are rising, and the 20 mph wide area speed limit across the City has had negligible impact. There also seem to be increasing numbers of collisions between cyclists and pedestrians, which can be serious or fatal (e.g. the example of Charlie Alliston on Old Street).
The City of London Corporation, who control the streets in the City, want your views on their transport strategy. They have mounted an exhibition that runs until the end of March and there are some “drop-in” sessions also where you can talk to their staff. In addition they would like you to complete a survey.
If you work in the City or travel there on business, please make sure you complete the survey.
You might wish to state you oppose road closures, and you will also find the survey requires you to indicate a hierarchy of priorities for road usage – cars, PHVs, buses versus cyclists and pedestrians. This is a very divisive approach. It should be a question of what is an appropriate balance in different locations and at different times.
