Bank Junction Closure – Make Sure You Object

I was in the City of London last week, and walked through the Bank Junction area, as I often do. It was very clear that the “experimental” closure of that junction to all traffic except buses and cyclists during the hours of 7.00 am to 7.00 pm had certainly reduced the volume of traffic. But it was also obvious that some vehicle drivers were still not aware of the restriction (and the fines they will collect) as I reported back in May (see https://freedomfordrivers.blog/2017/05/24/bank-junction-closed-to-most-traffic/ ).

This junction is of course the central hub of the road network in the City so closing it was bound to disrupt the network and cause congestion elsewhere. For example, it has noticeably worsened traffic congestion on the alternative routes such as Cannon Street and Gracechurch Street/Bishopsgate. These were already badly congested before this experiment was implemented but now you often get stationary traffic for much of the day. And that includes buses resulting in appalling bad air pollution.

This closure also causes major problems for delivery drivers and taxi drivers. A representative of The NED Hotel has contacted me about their difficulties. This is a new luxury hotel which recently opened on Poultry very close to the junction. The front entrance cannot even be reached by taxis without incurring a fine. Although there is a rear entrance, visitors obviously have great difficulties persuading taxi drivers or other vehicles such as PHVs (minicabs) to go anywhere near the location. They probably would not have opened the hotel if they had known the roads around Bank would be closed.

Comment: A large proportion of the accidents and casualties, which this closure was aimed to reduce, are caused by pedestrians stepping into the road without looking. It is undoubtedly the case that with rising numbers of pedestrians in this location, and with pavements that are too narrow, it would make sense to redesign this junction. In addition, the traffic congestion that existed before this scheme was introduced caused high air pollution. A better solution would be to reduce the complexity of the junction so as to smooth traffic flows.

The City of London Corporation is looking at some longer-term options for this junction, although they are all very expensive. These include:

  • Closure to motor vehicles on the North/South Axis (King William Street/Princes Street).
  • Closure on the East/West Axis (Poultry, Queen Victoria St, Cornhill, Threadneedle Street)
  • Closure on Cornhill and Poultry.
  • A reduction in available capacity, perhaps by use of a “shared space” scheme.

It is not clear why those roads are proposed for closure rather than say Victoria Street, Lombard Street and Threadneedle Street. But reducing the number of roads feeding into the junction is clearly a priority to simplify the junction and increase the pedestrian space. A shared space scheme may be a viable option and we have no objections to such schemes so long as they are carefully and well designed, which sometimes they are not. At present pedestrians in the area take little notice of formal crossing points so reflecting that in the road design may make sense.

In summary, we would support development of solutions that ensure that this junction remains a key and useable part of the road network. In other words, not just a “place” as the transport planners might desire. It is simply not acceptable to corrupt and damage the road network in the way currently happening.

Postscript: The City of London Corporation have published an initial report on the closure of Bank junction to most traffic, here are some more comments having read the report entitled “Update on Monitoring” authored by Gillian Howard:

  1. From Figure 3 in the report it is obvious that although the number of infringers dropped from the initial level, it has now stabilised and is still running at around 4,000 per week, i.e. 800 per working day. This is obviously an unacceptable level and indicates that either the restriction is inadequately signed or that drivers simply do not expect to meet such a restriction. One problem is that SatNav systems may not be updated for many months if not years and in the meantime, hundreds of thousands of people are likely to be issued with fines for contraventions every year. This is simply unacceptable.
  2. As regards the initial collision data, although this shows a reduction (which it should do because of the reduction in traffic volumes), to try and interpret such data over such a short period of time after a change in the road layout would be inappropriate. Any road safety expert knows that after a road layout change, the immediate result tends to be a reduction in accidents for a few months but that often the change disappears over time as drivers become familiar with the new layout and revert to old habits. That is why 3-year before and after data is normally used to identify any real impact.
  3. One very unsatisfactory aspect of the reported data is that no information on traffic volumes through the junction is reported (before and after) so one could examine whether the change in accident figures is due solely to removing traffic or not.
  4. The report also refers to meeting the “success criteria”. But these have clearly been chosen to ensure that the outcome is beneficial. Nowhere in the criteria is the need to maintain a viable road network for all traffic on what is a key junction in the road network. Nor is there any criteria to minimise the additional journey times imposed on all traffic. This is clearly a biased approach to judging the merits of this change to the road layout.

National, and London Infrastructure, Both Deplorable

Just to emphasise how bad the transport infrastructure is in this country, and particularly in London, here are some recent comments from Lord Adonis, Chairman of the National Infrastructure Commission (a think-tank set up by the Government to advise it).

He said traffic speeds in London had fallen dramatically over the past five years and in much of the City were lower than in 1914. In addition, between 2012 and 2015, speeds on inner London roads fell by up to 9% (and that’s before the full impact of the Cycle Superhighways).

Another example is that overcrowding on rail services in London was up by 45% between 2011 and 2016.

He especially pressed the need to address “perhaps the most serious infrastructure failure of all” and reach a firm decision on expanding Heathrow Airport – an issue yet to be resolved 13 years after the initial statement of policy for a third runway.

He effectively suggested that without action the UK faced gridlock accompanied by worsening air quality and that “we’ve got to get real about tackling congestion and with it, air pollution….”.

Comment: There are two things that are required to solve these problems: a) Government commitment and real action rather than more debate; b) sensible plans that might improve matters rather than political gestures that talk about making “London’s streets places for active travel and social interaction….” which is the key foundation of Mayor Sadiq Khan’s London Transport Strategy. That has little to do with improving the transport network for the efficient movement of goods and people which is what it should really be for.

Mayor’s Transport Strategy – Campaign Report

The formal consultation on the Mayor’s Transport Strategy (MTS) is over but responses to our campaign against it are still coming in. Thanks to all those who have submitted objections to TfL or the Mayor or have helped in other ways. Here is a summary of what has been achieved. The campaign hasn’t been an easy one. The public consultation on this very important issue was launched in the Summer months and with minimal publicity by Mayor Sadiq Khan. As a result, media coverage was low. In addition lots of information about the proposals was concealed and requests under the Freedom of Information Act frustrated. In summary, a defective public consultation both legally and morally.

Myself and Brian Mooney put in a lot of work on social media, getting circulation on email lists and delivering tens of thousands of leaflets (with the assistance of other volunteers) so as to raise awareness of what Sadiq Khan is planning – effectively an attack on all private transport modes using the “healthy streets” concept and environmental scare stories in support. One way or another, we reached into all 32 London boroughs, despite working against the clock. We got positive responses in support from all parts of London and all sections of the community. We will wait to see the results of the public consultation in the next few weeks and let you know what is published. But the Mayor may well ignore public criticisms of his plans (he can do that as he is effectively a dictator in London), so we will have to continue to fight on the individual proposals as they are progressed.

For example, allowing local boroughs to bring forward congestion charging plans may provide further battlegrounds and there will be Borough elections in May next year where you can express your opinions. The Mayor has admitted that he is in discussion with unnamed boroughs to bring forward congestion charging plans. This will not just create problems in an individual borough because to avoid being charged traffic will divert into neighbouring boroughs and create pressure for charging in that borough too. This disastrous domino effect has already been shown with CPZs. A similar pattern could occur if boroughs are forced to remove parking spaces.

It is important to communicate your views on the Mayor’s Transport Strategy to your local borough councillors, London Assembly Members and even your local Members of Parliament over the next few months. If you don’t know who they are, contact us for assistance (go to CONTACT ).

New Cycle Superhighways

Transport for London (TfL) have published their proposed plans for two new Cycle Superhighways. These are:

Taking CS4 first, this will add substantially to journey times for both general traffic and buses. For example, up to 6 minutes extra journey time eastbound in the evening from Tooley Street to Surrey Quays Road (i.e. a 50% increase!) although there are some savings at other times and in other directions.

There will be increased traffic on Jamaica Road and more congestion at the Rotherhithe Roundabout (near the entrance to the Tunnel due to reconfiguation). However, TfL have already introduced an extra entrance lane northbound from the roundabout to the tunnel road which should assist.

But reduction in road space on Jamaica Road to accommodate a segregated dual flow cycle lane, plus the introduction of “bus bypasses” will surely cause all traffic to be slowed to that of buses. (Historic note: I objected to the introduction of bus lanes on Jamaica Road which were unnecessary and substantially increased traffic congeston. Jamaica Road became one street to avoid, and the latest proposals will make that even more true).

Anyone affected by these proposals should study them and respond to the public consultation as soon as possible.

Here’s one comment already received from a member of the public on this scheme: “Since when has Jamaica Road been free of traffic as they pretend to show in their consultation photos when in fact the traffic is pretty much stationary all along that road all day long? This is a major commuter route for people and businesses from the east and south east who use the Rotherhithe tunnel to cross the river – and they want more people to use bikes? Really do they expect people to cycle from Essex and Kent? Why not revert back to horse and carts or why not just pedestrianise the whole of London and open it to cyclists only? This is an utterly disgraceful proposal thought out by people at Tfl that clearly have never been down to Jamaica Road to see with their eyes the reality of the traffic”.

As regards CS9, TfL’s journey time modelling suggests less of an impact than the time increases on CS4, but again some journey times worsen while others improve. London residents affected by these changes should respond to the consultation as soon as possible, as we will be doing. I also hope to publish more detail comments on this blog at a later date, but anyone who has any views on it should let me know please.

Uber Kicked Out of London

Transport for London (TfL) have announced that Uber’s licence to operate in London will not be renewed. That means their service will terminate in a few weeks and 40,000 drivers will be put out of work. There are as many as 3.5 million Uber users in London and a petition to reverse the decision has already been established on Change.org which has collected 450,000 signatures in about 24 hours – see https://www.change.org/p/save-your-uber-in-london-saveyouruber

TfL, supported by Mayor Sadiq Khan, claim Uber is not a fit and proper organisation to hold a license due to its failure to report incidents, failures on vetting drivers and other grounds. Uber have 21 days in which to appeal, and no doubt there will be a legal challenge as well if TfL do not back down.

TfL previously announced that license fees for Uber to operate in London will rise from £3,000 to £3 million for a 5-year license, so it is clear that the Mayor is attacking Uber via more than one channel. Why is he doing this? It is clear from the Mayor’s recently published Transport Strategy (see http://www.freedomfordrivers.org/against-mts.htm ) that Private Hire Vehicles (PHVs) such as Uber operate are contributing to traffic congestion in London in a big way. But it is also clear that the Mayor objects to all private vehicles whether you drive them or someone else drives them for you.

Are there alternatives to Uber? Lyft is a big similar operator in the USA but does not operate in London yet. Taxify launched in London recently but then had to suspend operations after TfL queried its license. There is a service called Hailo that operates to call conventional taxis (don’t bother trying to use it in outer London though in my experience), and numerous local PHV operators plus larger operators such as Addison Lee who have a ride hailing app.

Comment: I am not totally convinced that the allegations against Uber are serious enough to warrant refusal of a license. Perhaps Uber should up its game in several areas, but is it any worse than other PHV operators? As a relatively new service, with lots of new drivers, there are likely to be some teething problems. Other penalties could surely have been considered. For example, a grant of a new license for a limited period on certain conditions being met.

I have used Uber a few times and the service is both efficient and low cost (Uber loses money in a big way I understand). For example, I called Uber recently to take my wife home at 3.00 am in the morning from an outer London hospital. The driver arrived in about 3 minutes. Great service at very reasonable cost.

Many people will see this act by the Mayor for what it is. A simple attack on a service that the Mayor and those in TfL would like to put out of business so that people have to walk, cycle or use public transport (i.e. use many less safe alternatives) if you read his Transport Strategy. That is why we opposed to it.

It is true that the number of PHVs is contributing to traffic congestion, but there are other ways to ration their numbers and usage (e.g. on price).

Response to Mayor’s Transport Strategy

We have published a formal response to the public consultation on the Mayor’s Transport Strategy (MTS).

The Mayor’s proposals are completely distorted because he does not seem to understand what roads are for. This is our answer to the first question posed in the consultation: “It states on page 11 that “London’s streets should be for active travel and social interaction….”. This is nonsense. Streets are built and maintained at great public expense to provide an efficient and cost effective transport system for people and goods. If people need exercise, or social interaction, there are many other ways they can obtain that without taking up scarce road space. The priority should be on providing a transport network in London that meets the business needs and preferences of the public. It should not be distorted to meet other objectives.”

The MTS has a very heavy emphasis on environmental issues and one useful contribution on the debate about air pollution in London and how to tackle it has recently been published by the GLA Conservatives. It is present here: Clearing-the-Air . It shows there are good alternatives to the Mayor’s proposals which would not put such a heavy financial burden on London’s residents and businesses.

You can already see the impact of some of the Mayor’s policies in the news from TfL that license fees for Uber to operate in London will rise from £3,000 to £3 million for a 5-year license!

In London did Sadiq Khan

A stately Transport Strategy decree:

Where the Thames, the sacred river, ran

Through caverns measureless to man

   Down to a sunless sea.

So twice five miles of fertile ground

With walls and tower blocks girdled round;

And there were gardens bright with sinuous rills,

Where blossomed many a conker tree;

And here were roads ancient as the Romans,

Enfolding sunny spots of greenery.

But oh! that deep romantic chasm which slanted

Down among the City streets!

A savage place! As Mammon rampaged free

Quentin Wilson Savages Transport Policies in London

Taxi trade magazine Taxi Leaks have published a very good article by Quentin Wilson on the anti-car legacy of past and current Mayors. It starts by him saying: “To lay the blame for the quality of London’s air on passenger car drivers is a ponderous whopper of some magnitude. Every transport usage survey going tells us that car use in London has actually declined yet congestion and pollution has risen”. He’s certainly right on that point.

He also says “The capital’s road system didn’t become the snarling constipated and polluted ruin it is today without considerable help from politicians and legislators. What we’re now seeing (and breathing) are the unintended consequences of decades of deliberate anti-car policies” and he’s undoubtedly right on that too.

He rightly blames the mess we now have on inept politicians from “I hate cars” Ken Livingstone, through to the current Mayor Sadiq Khan whose latest Transport Strategy Proposals will make matters worse (see http://www.freedomfordrivers.org/against-mts.htm if you have not yet objected),

Quentin also attacks the Congestion Charge for being a poor tax in terms of the revenue it generates, although he accepts that the reason congestion has not improved as a result is from road space reallocation. But that is the excuse TfL give when in reality such schemes are basically ineffective because there is such an excess of unmet demand just waiting to fill up any space left by people deterred by the congestion charge.

Diesel and Petrol Car Demonisation Unjustifiable

So, diesel and petrol cars will no longer be on sale after 2040, politicians have decided. They would be well-advised to consult their electorate first. For decades now, whenever government wants to change (and invariably increase!) vehicle taxation, scientifically unsound diesel and petrol car emission scare stories have been periodically rolled out by tax-hungry politicians; and supported by useful-idiot eco-lobbyists who simply wish to curtail freedom and personal mobility. The true situation is that car emissions – and indeed those of all major atmospheric pollutants – have been dramatically declining for the past four-and-a-half decades[1].

The main reason that we have city centre emissions hotspots is government’s own anti-car policies.

Traffic speeds have plummeted to below walking-pace (typically boosting, e,g, NOx & NO2 emissions by a factor of four times compared with free-flow levels) due to subtraction of road space to accommodate intermittently utilised bus- and cycle-lanes, traffic light phasing deliberately set to increase gating and a panoply of other ill-considered measures aimed at slowing, hindering and generally obstructing traffic flow.

All current car emissions scare-stories share a common thread: they are based on junk epidemiology studies. These seek to exaggerate any tenuous connection between (declining) urban pollution levels (or proxies for them) and predicted mortality advancements amongst a very specific target group in the general population: one subject to chronically-degraded lung-function through genetic, occupational or lifestyle choices – or combinations of all three. These studies invariably exhibit very low correlation coefficients and extremely wide levels of uncertainty/ inaccuracy [2],[3]. Their value as predictive tools – as opposed to newspaper-selling scare-story generators – is negligible [4].

Mortality advancement episodes are invariably precipitated by two very specific weather condition scenarios: very low humidity in combination with either: (a) very high-; or (b) very low, temperatures. There is a much stronger correlation between mortality advancement and the frequency of such weather events than there is with urban air pollution levels. Amid all the urban emissions hype and hysteria, the scientifically-illiterate, sensationalist media have overlooked a colossal paradox: the boroughs of Chelsea, Kensington and Westminster – which boast amongst the highest (and rising) average life expectancy (and average income) figures in the United Kingdom[5] – also have amongst the worst measured urban air pollution statistics[6].

The primary determinants of life expectancy in the UK remain income and consequent lifestyle choices. Given that UK urban air pollution has declined dramatically (and average life expectancies have steadily risen) year-on-year since the Clean Air Acts; and will continue to do so with continuing advances in technology, isn’t it time the environmental lobby and cynical, vote-/ tax-rise chasing politicians laid off road users and focussed their attention elsewhere?

A recent BBC Science article reported that in Central London, only 5% of NOx comes from private diesel cars[7]. Trucks, taxis and public transport represent an even greater proportion. Public transport hubs: e.g., railway and bus stations and Thames shipping are also major contributors. However, 38% originated from commercial and domestic heating systems. Indeed, the overwhelming proportions of all the problem urban emissions: NO2, NOx, PM2.5s & PM10s arise from industry, commercial and domestic heating systems, plus “imported” emissions blown in from Europe. So unless we are prepared to adopt a BANANA strategy: Ban Anything Near Anyone Near Anywhere: stop consuming, heating our homes and workplaces, ban all industry and all travel, scientifically and economically viable alternatives must be adopted.

If politicians were really committed to improving urban air quality, they would immediately implement the five Action Points below.

1.    Most importantly of all, reverse the pernicious traffic gating-, lane-subtraction-, public transport- and cycle-prioritisation policies that have brought traffic speeds in our major cities down to a staccato mix of stationary and walking pace progress – with consequent completely avoidable adverse emissions and urban air quality effects.

2.    Invoke in the short term more targeted pursuit of the worst transport sector polluters; getting the highest emissions (mainly public transport & delivery) vehicles remediated or scrapped.

3.    Persuade heating and transport fuel manufacturers to alter their refining processes; further purifying their products, yielding cleaner-burning versions which produce lower concentrations of NO2, NOx, PM2.5s, PM10s and SOx,

4.    If, as is being constantly preached to us, the future is electric, Government must facilitate and fund the development of electric vehicles with an all-weather conditions range of between 350 and 700 miles, and a recharging time comparable to that required to refill a modern, liquid-fuelled car. Performance capabilities must also match that typically achievable by modern petrol and diesel cars.

5.    Government must also provide the infrastructure investment for all UK private dwellings to have the facility to park off-road – and recharge – at least two electric vehicles per household resident at that dwelling.

But then government is only really committed to squeezing every last drop of tax revenue from road users – by fair means or (usually) foul.

Transport Costs in London – A Begging Letter from the Mayor

The Mayor of London, Sadiq Khan, has recently published a document entitled “Transport expenditure in London” (from the GLA Economics Current Issues Note 54). It claims to be an analysis of how much money is spent on transport in London in comparison with other parts of the country. But in reality it repeatedly simply argues that London needs more. Unfortunately, the facts presented, which is useful information in many ways, actually tend to show that London is already very well funded as regards rail transport, but that the road system has been neglected of late. Here are some of the key points from the document:

It says “Comparing regions based on how much transport expenditure they receive on its own or on a per head basis does not properly account for the need or demand for transport” (page 2). It suggests that rather than using a “per head” basis, it should be on a “per user” basis and proceeds to say “On this basis, the amount spent on railways per passenger journey and the amount spent on roads per 1 million vehicle miles in London were one of the lowest among the GB regions.”  

Now there are of course many more “commuters” who travel into London by train and other public transport on a daily basis than you get in the other major UK cities, let alone in the more rural areas. In addition many of these journeys in London involved multiple stages, i.e. separate trips, including changes of mode, which they are probably counting as separate journeys because they are otherwise difficult to measure. So they are selecting a measure that favours their argument.

In addition, they say that “In particular, London has seen the largest decline in road expenditure per 1 million vehicle miles since 2007-08”. Well one can quite believe that when London has had minimal expenditure on roads while cities like Birmingham have greatly improved their road networks in recent years.

They do point out that the number of passengers using public transport in London at peak hours far exceeds that of other major cities but their table of numbers of trips by mode shows that almost as many get made by car as by bus/tram and they are more than double those by rail. Mr Khan wants to change that of course, and the Mayor, and his cycling mad predecessor, have been increasing the number of cycle trips but they are still a small fraction of those by other modes (see page 9).

The report gives some figures on public sector expenditure by region, and London receives 29% of all of it, plus another 11% is spent in the South-East. The North-West is the next biggest at 11%. This just shows how much more subsidies, both capital and current expenditure, is spent in London and the South-East than the rest of the country – but the Mayor would like even more! See page 12.

In terms of expenditure per head, London is about twice as high as any other region and amounts to about £981 in 2015-2016 per head. To look at this a different way, the expenditure per passenger journey on the railways in London was approximately £6.94 in 2015-16. Bearing in mind that most rail trips within London probably cost less than £7 you can see how massive these subsidies are (i.e. more than 100%).

The rest of Great Britain gets even bigger rail subsidies per trip at £10.30, but one has to bear in mind that many such trips would be much longer and more expensive.

In terms of road expenditure per region per user, London is relatively high but Scotland is even higher (see page 21). But London’s has been declining and has “one of the lowest spends per vehicle mile in Great Britain”.

Page 25 of the report also gives a useful breakdown of “Sources of Funding for Transport for London”. Some 47% comes from fares, 25% from central Government grants (i.e. out of taxes), 17% from borrowing, and 11% from “other income” (that would include the Congestion and LEZ charges). So Londoners get a subsidy equivalent to 53% for public transport. But this report argues Londoners pay proportionally more for its own infrastructure investments in comparison to other regions.

The recently published Mayor’s Transport Strategy argued that public transport users subsidise car drivers. On the data contained in this report, that is clearly nonsense.
